I have been actively engaged in the affairs of this community, and have submitted for your Lordship's consideration, plans of reform in the local laws and institutions, and, for the construction of many sanitary and other important works. I can do little more here until I have received your decision on these subjects, and I can occupy my time better for the advancement of the public interests by personal communication with Sir Harry Parkes at Peking. Moreover, I hope to return, after an absence of a few weeks, with fresh vigour for the work of the session of the Colonial Legislature, which I propose to open early in November.
5. During my absence, the routine work of the local Government will be carried on by the Colonial Secretary (Mr Marsh), who has already proved that full reliance can be placed in his capacity and discretion. He will draw, as may according to the practice established here, the allowance attached to the administration of the Government.
